Mark “Oakley” Elsaid is an eighteen-year law enforcement veteran and the founder of Blacksand Tactical Inc. A brand built on operational grit, legacy, and relentless precision. His leadership stems not from theory, but from the front lines of law enforcement and tactical operations where discipline is tested by danger.
Mark began his career in the Lee County Sheriff’s Office (LCSO) Corrections Bureau, serving on the Corrections Emergency Response Team (C.E.R.T.) and supporting the Security Threat Group Unit (STG) by tracking gang networks, validating threat affiliates, and supporting high-level investigations.
While working full-time in corrections, Mark earned his state certification through the Southwest Florida Public Service Academy, solidifying his transition to field operations as a State Trooper with the Florida Highway Patrol (FHP). There, he served in dignitary protection, criminal interdiction, and remote patrol assignments, where self-reliance and tactical precision were mission essentials.
Returning to LCSO, Mark reconnected with his community while driving narcotics enforcement efforts across his district. His reputation for resolute leadership and street-level intelligence helped dismantle organized criminal networks and secure major narcotics seizures.
Mark’s operational profile expanded with the Special Weapons and Tactics / Special Operations Unit (SWAT/SOU) where he trained in Energetic Breaching and Waterborne Maritime Operations. His deployments include high-risk warrants, critical incident responses, and protective operations for U.S. Senators, Congressmen, and the President and Vice President of the United States.
As a K9 Handler on the Special Enforcement Team (SET), Mark became a recognized interdiction strategist, executing large-scale narcotics and human trafficking interdictions often operating solo, without support. His performance defined him as a self-made interdiction legacy, respected across multiple jurisdictions for tactical innovation and operational dominance.
Now stepping into a leadership role with a new law enforcement agency, Mark continues to advance K9 operations in supervising interdiction programs, building federal task force partnerships, and mentoring the next generation of tacticians who refuse to surrender when the mission demands everything.
